In QGIS (free): open your GDB via Layer → Add Layer, then right-click the layer → Export → Save Features As… and pick GPKG as the format.

The layer with the most features. The others are listed by name in a note on the finished conversion, so nothing disappears unnoticed; export them to their own files to convert them too. Zip the whole .gdb folder before uploading (zipping just its contents also works).

Why convert to GeoPackage instead of shapefile?

GeoPackage is one file instead of five, has no 10-character column-name limit, no 2 GB cap, and stores multiple layers with spatial indexes. QGIS uses it as the default format — it is the recommended target unless a legacy tool forces shapefiles.
